Churchill Avenue Rehabilitation – Project Status

The following is a brief overview of the project design status for the rehabilitation of Churchill Avenue between Carling Avenue and Byron Avenue.

Utility Relocations: Utility relocations required include Hydro Ottawa, Bell Canada, Rogers Communications, and Enbridge Gas.

Enbridge Gas will be on site as early as end of April 2013, in advance of the start of overall road, sewer and water reconstruction.

Other utility relocations will follow in conjunction with overall reconstruction.

City Construction Contract Schedule and Work Tender call for the City’s Capital construction contract is scheduled to be advertised through the Ottawa Capital Construction Association this week (March 28th). Construction contract tender close is anticipated to be end of April 2013.

Capital Construction contract start up is anticipated to be during second half of May 2013 for Stage 1 of the Contract.

Stage 1 of the contract includes:
•new traffic signals at the intersection of Kirkwood Avenue and Clare Street
•reconstruction of Princeton Avenue between Edison Avenue and Churchill Avenue
•work at the intersection of Carling Avenue and Churchill Avenue.
•reconstruction of Dovercourt Avenue between Edison Avenue and Churchill Avenue,
•and full reconstruction of Churchill Avenue between Carling Avenue and Princeton Avenue

Phase 1 identified as the works associated with the start of construction will include the following:
1.The new traffic signals at the intersection of Kirkwood Avenue and Clare Street
2.Reconstruction of Princeton Avenue between Edison Avenue and Churchill Avenue
3.Tunnel boring under the Carling Avenue intersection to install a new sanitary sewer pipe

Traffic
During the Phase 1 construction, Princeton Avenue will be closed to general vehicular traffic between the east side of Edison Avenue and the west side of Churchill Avenue. The duration of this closure is anticipated to be approximately four weeks. The intersection of Churchill Avenue and Princeton Avenue is scheduled to remain open to traffic during this Phase 1 work.

Once Phase 1 construction work is completed, traffic lanes along Churchill Avenue, between Carling Avenue and Princeton Avenue, will be modified to allow for construction along Churchill Avenue to proceed. Traffic lanes will be reduced to provide for one northbound only lane along Churchill Avenue between Carling Avenue and Princeton Avenue. This traffic lane modification will remain in effect until the end of construction season in December 2013.

Communications
Notices of construction start will be distributed locally to those within the vicinity of the construction. A public service announcement will also be provided in advance of the Capital construction.

Local schools and school bus providers will also be notified of the start of construction that impacts existing traffic routes.
